"In a cup of water with a floating ice cube, when the ice melts, the water level doesn't rise. So why would ocean levels rise when the polar ice caps melt from climate change?"

Greenland and Antarctica aren't floating in water. There is land underneath. When their massive ice sheets melt, it flows into the ocean, raising the water levels.
