Leftovers bin
This might be a weird idea, but:
In public places, it would be cool to have a leftovers bin where people could put their half-eaten food, so that anyone else could come and eat it. A bin completely separate from garbage, compost or recycling.
Of course this would need a huge shift in cultural norms, but it is viable.
