• Let tenants decide what work needs to be done
• Don't demolish existing buildings (except for ones that are condemned, of course)
• Subdivide housing (especially if there's a shortage of single-person homes)
• Create new walkable neighborhoods
• Low-cost construction

Socioeconomic

• Rent control
• Affordable (subsidized) housing
