Overloaded animal shelters

When there are too many stray pets, and the shelters don't have enough resources (such as space or money for food), the animals have nowhere to go (and often the shelters make the hard decision discussion is that a fair way to say it? to kill some of them).

What can be done about this?

• Make it illegal for landlords to say "no pets"
